We are strategically investing in water, energy and the environment to ensure sustainable growth and innovation. Our combined human skills, technological capabilities and ambition have created a multi-environmental services group.
In line with the Kingdom’s Vision 2030, our best endeavors have been focused to achieve excellence and become active leaders locally and regionally in the provision of water and wastewater services to community and businesses through the production, transportation, distribution, treatment, and re-use of this scarce resource. We continue to develop our business strategies, in-depth knowledge and understanding of critical requirements and state-of-the-art technologies across these sectors. It is our aim to further enhance our participation in the private sector by being an active investor in water, environment, energy, infrastructure and social infrastructure.
We look forward to strengthening and investing in our capabilities by engaging in other business areas that are aligned with the nature of our current business activities, and this will provide opportunities for business growth and create new jobs for the future generations. In line with the target National Energy Strategies, we have advanced our involvement in renewable energy program, by participating in circular economy projects and ambitious green initiative projects in the Kingdom of Saudi Arabia and the Middle East.
We have also invested and continue to pursue opportunities for investment in renewable energy to reduce environmental pollution, and for it to be the driving force for all our business units.
Being a developer and operator, Mowah has a successful track record comprising major integrated quality and efficiency initiatives, investment opportunities and privatization projects, future bids and proposals, supported by diverse team of technical, legal, and financial competencies.

Faisal Al Rayes
Managing Director and Chief Executive Officer
Prior to joining Mowah, Mr. Faisal was the Vice President of Riyadh Al Sahra Medical Co. He also served as Investment Manager for Jax Contracting and Sales & Marketing Manager for Filling and Packing Materials Company (FIPCO). With his 25+ years of experience rich in executive management, he provides leadership and expertise to the company in the areas of business planning, operational leadership, financial management, and strategy and business development.
Mr. Faisal earned his Bachelor’s degree in Business Administration – Marketing from King Saud University.

Dr. Mostafa Meharabani
Chief Business Excellence Officer
In July 2024, Dr. Mehrabani joined Mowah as Head of Business Excellence, leading the company’s end-to-end transformation to achieve its market potential and establish itself as a regional leader in the utility sector. He also serves as a member of the Executive Committee of the Board of Directors.
He later joined McGraw-Hill as Executive Vice President and Global CIO, driving business growth through technology. Promoted to President of McGraw-Hill’s Assessment and Reporting Division, he led its digital transformation, aligning educational assessment and data-driven instruction to enhance learning outcomes.
As Division CEO of Obeikan Plastic Division in Saudi Arabia, he led seven business units specializing in advanced manufacturing for global brands like Procter & Gamble, Unilever, Neste, and Pepsi. His leadership drove technological advancements and process innovations, positioning the division as a regional leader. He also spearheaded Obeikan Group’s human capital transformation, enhancing talent management and establishing the Obeikan Knowledge Academy.
Beyond his corporate leadership, Dr. Mehrabani has taught advanced computer science and management courses at California State University, Dominguez Hills, and was a visiting faculty member in Columbia University’s Executive MBA program. A Master Black Belt in Six Sigma and an expert in Lean Management, he holds a bachelor’s degree in Computer Science from California State University, Fullerton, a master’s in Computer Science from Loyola Marymount University, and a doctorate in Institutional Leadership from Pepperdine University. He also completed postgraduate studies at MIT Sloan School of Management.
Dr. Mehrabani has served on numerous Boards of Directors and Executive Advisory Committees for Fortune 500 companies, including Microsoft, Dell, AT&T, and Satyam Manufacturing Technology.
With a track record of innovation and leadership, Dr. Mehrabani continues to shape business and education through strategic guidance and technological advancement.

Conrad Apps
Chief Financial Officer
He spent much of his career at KPMG and in Power Generation and Oil & Gas at General Electric (GE), with senior roles also at ABB Process Automation, Avon Cosmetics Inc., and Hudson Holdings Limited (a NIKE partner).
Conrad lived and worked in multiple countries in Europe and the Middle East, and is recognised for his global mindset, entrepreneurial spirit and strategic leadership. He has a strong track record in financial transformation, risk management, business turnarounds, M&A and capital allocation.
He holds an MBA from Alliance Manchester Business School and certifications from the Association of Corporate Treasurers and Association of Chartered Certified Accountants.

Christopher Shelton
Head of Legal and Sustainability
Chrsitopher holds a BA Hons in Political Science and International Relations from the University of Birmingham, the Graduate Diploma in Law from the BPP Law School London, and the Legal Practice Course from College of Law London.
In 2021, he completed the Cambridge Institute of Sustainable Leaderships’ course on Business Sustainability Management, and in 2022 he completed the Yale School of Management’s course on Sustainability Management: Risk, Profit and Purpose, and in

Yousef Al Onezi
Human Capital Director
Yousef has successfully led HR transformations, integrating HR technology solutions (such as Oracle HRMS) to improve efficiency and streamline HR operations. He has a strong background in budgeting, cost control, and financial planning, ensuring that HR functions align with corporate objectives while maintaining financial sustainability.
Additionally, his deep understanding of Saudi labor laws and government regulations has enabled him to navigate complex compliance landscapes, ensuring seamless business operations and adherence to employment policies. His ability to build and lead high-performing teams, resolve employee grievances, and foster a positive work culture highlights his strong leadership and interpersonal skills.
With a results-driven approach, he is adept at aligning HR strategies with business goals, making him a key contributor to organizational success. Bouchra Nouhi

Previously, at EDF Renewable Energy, she co-headed the international project finance team, securing financing for major renewable projects across MENA, Asia, and South America.

Sambhu Saran Mitra
Head of Engineering & Technical Support
Performed quantitative research to map client experience and tailor products and programs to evolve needs and future requirements. Formalized robust strategies to manage change, ideas and create opportunities, mitigate risks, and drive business value.
Prior to Mowah, he worked internationally as Director Desalination and water Treatment in ACWA Power, Asst. VP Doosan Heavy Engineering, Water System Manager Sembcorp and with AES as team leader. In India he worked long time for NTPC and ENRON managed Dabhol Power Company.
Sambhu holds PhD in Environmental Engineering, Postgraduate in Applied Chemistry, Degree in Chemistry and Chemical Engineering, Master of Business Administration, and a certified Chartered Engineer. He has attended international conferences on water treatment and desalination and has papers that have been published in renowned Desalination and Water Treatment Magazines.

Mohamed Zain El Sadany
Governance, Risk and Compliance (GRC) Director
Mohamed holds a bachelor’s degree in commerce from Helwan University and has completed various professional courses and certifications, including the IFSAH Professional Certificate and Certified Board Secretary from Kingstone Business Academy. Fluent in Arabic and English, Mohamed brings a wealth of knowledge and expertise to his role, fostering collaboration across teams and advising executive leadership on governance matters.

Asim Idrees
Operational Technology Manager
A dedicated technologist with a passion for innovation, Asim holds a Master’s degree in Machine Learning and AI from Liverpool John Moores University and a Bachelor’s degree in Electrical Engineering with a specialization in Control Systems. With his strategic vision and technical acumen, Asim continues to drive digital excellence at Mowah, implementing forward-thinking IT strategies that support the company’s growth and market leadership objectives.

Assets Director
Shabbir has a proven track record in risk, reliability, operational excellence, digitization programs, and capital expenditure projects across a portfolio of 40+ power generation assets valued at over $74 billion, generating 28+ GW of electricity and 5.3+ million m³/day of water across 12+ countries and 9+ technologies.
Shabbir holds a bachelors in Electrical Engineering from the National University of Sciences & Technology (NUST) and is an MBA candidate from the University of Illinois (Urbana).
